How can I keep my son from being transferd to another school?

My son in know in 5th grade. he has been receiving some special education help from this school and is on the IEP program for about three years. Know that he is going into 6th grade it was decided by the school officials that my son would not be able to complete 6th grade at this school because of his needs a special ed student. They don't believe that he can be successful. I met with them a couple of days ago and they had already decided to send him to a different school wothout talking to us about this. There were representatives from that school present and the paper work was already done. We do not agree with this decision. The school sent us a registration form. A couple of weeks ago I sent in the tuition/registration form for the next school year, my son also signed up for the basketball team. Nothing was said to us about trnsfering him. We want our son to stay in this school. We also have a 7th grade student and a preschool child staring in the fall. What can I do? Who can I contact for help? What are our rights? Please HELP ME ASAP.
