It makes school become a matter of learning how to pass achievement tests instead of being a place where you learn to think. Educators have no choice but to train little test taking robots because their jobs depend on it. Also, no child can ever be left behind. The ones who need extra attention to grasp the concepts they are being taught are instead quickly pushed through the doors.
