What are employees compensation requirements?

The company I work for is offering a training and paid for half, while the employees had to pay for the second half. However, they are using the training as part of their licencing standards to keep their establishment open. The training is three hours long and the we are not getting paid for that time. I would like to know if this is legal. Also, we get an hour off for lunch without pay daily. We do have a forty hour work week. I would like to know if they still need to give their employees their two paid fifteen minute breaks. We do not get any breaks during our nine hour days except for the unpaid hour lunch.
