I just would like to know whether the famous saying comes from England, Scotland, Wales, or Ireland. Thank you.

I looked it up and everything I got said london on it so...
None of the above, this is actually an American term coined to state that if someone is truly determined to do something, they will find the way and means to accomplish it. Some people think that it really means, that "where there's a will (inheritance), there's a way". meaning that if you get a large inheritance you can do whatever you couldn't do before.
