Why can't a student transfer to a school system in the

Next county since their address is a small town on the county line?
They live in the one county but their post office is in the next county.

Because the taxes collected in the county where their house is, pays for the school in that county. In some cases, counties have an agreement that students living near a county line can attend the nearest school, whatever the county. In most of these cases, the county that doesn't collect the taxes to educate that student will receive some monies from the sending county.
