Is an employer who requires an employee to dress in their work uniform on the job premises required to pay that employee to do so?

If an employer requires an employee to 1)wear a uniform 2)not take the uniform home 3)change into their uniform AT work,both before and after work 4) and leave the uniform there to be laundered. Is the employer required to pay that employee for the time it takes them to change in and out of their uniform?

Well,a few years ago,the local police dept's officers sued the city for pay regarding the time it took for dressing/undressing from their uniforms & won,the city WAS and still is required to pay them for that time.....
