A lot of people will go to see a movie just because their favorite star is in it. So a popular actor or actress guarantees at least a percentage of people will go to see the movie.

Additionally, not having big stars can have a reverse affect. If people see a movie coming out with no names they recognize, they can assume the movie is a small budget film, and if they couldn't afford great stars, they probably couldn't afford great directors, production staff, etc.

So in general, a big celebrity is worth the cost because its like stamping a seal of approval on the movie, and influences the amount of revenue the film will generate.

The film studios are willing to pay actors huge amounts of money because of their bankability. Julia Roberts, Jim Carrey, Arnold Schwarzenagger, Brad Pitt, Tom Cruise, Wil Smith and Johnny Depp have a combind box office gross of over 3.5 billion dollars. These actors bring in the audiences and critics and the studios survive on their ability to draw huge box office returns. Some of these actors are now on a slippery slope and don't necessarily bring in that kind of return anymore. The actors are blaming the types of scripts being written and the writers are blaming the demand for such scripts and the studios are now complaining about the huge salaries being paid out and the film budgets to make a film. The average film for a top actor is at least 60-500 million dollars, plus their huge salaries and their percentage of the film profits. The 20 million dollar actor will eventually become a thing of the past as more studios face bankruptcy.
