Can a collection agency insist on speaking with my human resource dept at my place of employment if I tell them I am not allowed to receive personal calls at work?

The only Person they should talk to is you. no one else. they should not even call you at work if you tell them that you are not allowed to accept personal calls there. if they do not back off i would suggest talking to a lawyer and finding out what to do from there.

You have to submit your request in writing in order for them to be legally bound to stop calling you or your work. Be sure to send this request certified mail.

Your HR department should tell them no, they can't talk to you at work. There is a point where it is considered harassment if they keep calling you like that.
