What rights do the beneficiaries of a trust have if they question the responsibility of the trustee?

My youngest brother was made trustee of a trust my parents made up for their three children and grandchildren. My dad passed away and my mom has altziemers very badly. My older sister and I think that our brother is taking funds from not only the trust but the will also for his own pleasure. Can he legally take funds from the trust for himself? Neither my sister nor I have seen the will or the trust, can we ask for copies?
