The only part of a Roth IRA that can be withdrawn tax and penalty free are direct contributions to your Roth IRA. Rollover may be withdrawn tax and penalty free after the seasoning period (in most cases, five years). Up to $10,000 in earnings withdrawals are considered qualified (tax-free) if the money is used to acquire a principal residence for a first time buyer.
