Can I withdrawl a portion of my IRA to fund child's post graducate school, what are ramifications?

You will have to pay federal and state income taxes on the money you withdraw and you will also have to pay an early withdrawal penalty of 10% (in addition to the government taxes) if you have not yet reached retirement age.

I don't think you should jeapardise your retirement for a child's post-graduate education. Let your child obtain a government loan to fund the education and let your child get a job to help pay for it.
