Is tip included

Restaurant says $2 fee is $1 to driver and $1 for taking employee from restaurant. Should you still tip?

Restaurants should not make those types of charges. If you ordered out and had the food delivered, the restaurant can add a delivery fee, and that does not include a tip for the driver. If this is a delivery fee, yes, you should still add a tip for the driver if you feel like it. If this is being added to your bill when you actually eat in the restaurant itself, you should stop eating there and find a new restaurant where they don't try to cheat you.
