What steps need to be taken in order to recieve a vendors license

I have a short school bus that I have turned into a food cart. I am looking to set it up in Vermont and need to know the proper steps to open it

1st thing go to the local health dept,they will inspect your food bus or cart, you have to have this, and get a city lic, for food vendors, or permit, then your on your way,
