When the POLICE was established these were qualities expected of them. - Police / Obedient / Loyal /Intelligent / Courageous / Efficient.
Police is a institution that keeps peace, law and order in a country. It helps the civil administration in a country by bringing wrong doers in front of law. Police have prime duty to protect property of state and citizens in country.

I guess its an abbreviation for stands for People Often Lie in Confidence Everywhere. My source is abbreviations.com. I had to find another creative meaning for the abbreviation of police since all the others were not what's on your mind.

I'll give you a clue - Its not a sentence or phrase with 'in' - 'of' - 'and'. Its purely related with Police work. Each word is unique for the role of a police officer.
