I suggest re-installing Steam. It's not the perfect solution, but Steam has been known to have these little glitches from time to time. Waiting for the next update might help.
Considering this question IS a little over a year old, there's a fairly good chance that you're not having this problem any more, but "let no question go unanswered"!
