It's not really as much about the time of day as it is about your schedule. A lot of people say you shouldn't eat past 9 pm, but everyone has different times of day that they get up, go to bed, work, sleep, etc. You should avoid eating once you are 2 hours from the time you go to bed. At this point, your metabolism is slowing down. You also don't want to risk eating anything that could keep you up. So 9 pm works only if you go to bed at 11 pm. You can adjust to your own schedule accordingly.

There is no magic hour that your body turns on the fat making machine. Its a mathematical formula of Calories in vs Calories burned that control what your weight does. I don't recommend heavy meals before bed, it affects sleep and comfort. If you are worried about you eating habits don't ask about the time just pay attention to your body if you don't like what you are seeing we can look at the variables and see which ones should be changed.

Eating after a certain time is given a bad rap mainly because people who eat late tend to overeat; meaning, you will eat a 500 calorie meal when you only have 100 calories left in your "calorie bank" for the day.

In theory, your body is less alert, and therefore less active after a certain time set by your individual circadian rythm. It is for this reason that certain people "naturally" cannot wake up early, regardless of when they go to bed. It is also for this reason that some people suggest you NOT eat after a certain time.

Ideally, like 4 hours or more before you go to bed. if you eat late or do the taco bell 4th meal, those calories get converted right to fat.

Its not about the time you stop eating... its about what you are eating!... You can eat til the minute you brush your teeth before you go to bed as long as its the right foods. I eat all day long because I constantly have hunger pains, so I had to change what I eat, so I can continue to eat lots of food and actually maintain and lose weight.
