Dry itchy skin

6yr old st.bernard. has extremely dry itchy skin, constantly scratching and to pet/rub on his back is like tickleing him.
have had to his vet, and gave him cortazone. helped a lot, till about a week after he was done takeing, then symtoms came back.
have been giving him floxseed oil pills twice a day to put oil in his system, doesn't seem to help any.
