Removing baby cast

Doctor had place a cast on my month and half old daughter and told the mother to remove the cast at home by letting it soak for a about an hour....problem is it isnt coming a loose? and suggestions

Take a pair of sharp scissors and put under the cast and bit into the cast and cut this off. slowly and make sure you dont pinch the arm . or cause any cutting to the arm!
