Shoulder has had pain in it for over a year and now i can not lift straight out or to the side

This sounds like a rotator cuff torn and you need to have an MRI on this arm and shoulder , it will drop when lifted up with help from the other hand , and you can not move it bilateral so this is what it is and you should have pain meds also ,

You may have a torn rotater cuff. My shouder hurt for a couple of years and when I could no longer lift it I went to a specialist. I had sirgery on the shoulder, the tear had gone down to the clavical. Y ou will need physical therapy after the surgery.

See an orthopedic surgeon. You may need an MRI to diagnose the injury. Or wait another year before doing anything.
