What are white bumps that seem to look like small acne scars but are actual bumps on the chest and shoulder area? Have had them for years and when forced to pop a white bump comes out.

I have red bumps bigger than acne on my chest and neck.

These bumps only hurt when i break them open. They will occasionally itch. I have about 8 of them. What are they?

I wouldn't break them open if they aren't acne. could it be a rash or reaction to something?
