Is it normal for a 8year old girl to get hair down there on her flower?

I have a 8 year old daughter and she side that she was itching down there and I told her to wipe her self and put some cream on it. She did that , but later on she said that it itch really bad and can I check to see what was wrong. I did and I said you did not wipe your self good cause it was dirty.So I toke a wash rage and wipe her and it was hair and it was growing. I said No Way! she ask what was wrong and I said you are growing hair down here. So is this normal for a 8 year old girl?
