Should I consult an endocrinologist in addition to my primary care physician (family medicine)?

Diagnosed Graves Disease 1986; became hypothyroidism due to pharmacy error 1n 1989. Synthroid dosages adjusted up and down through the years due to minor but varying TSH levels. Last TSH June 2008 was 1.32. Two weeks ago TSH was 9.99.
