What could cause intense Intense itching ?

My uncle has had intense itching on his back and legs-can't sleep- nothing seems to work- has been to dr. several times- results all negative. Recently prescribed lepressor(sp) This has been going on for 6 months. Feels itching is coming from under the skin- itches- rash has small raised red bumps that are randomly on back and legs- used cortisone, benedryl, prednisone, biopsy of skin was done. Nothing helps? Any suggestions?
