That question sound bitter, but if you are on leave(for whatever reason), then you're on leave. It doesn't matter what holidays occur during this period. I can't say for sure but there may be exceptions for government or military work.

Sorry for sounding bitter, I was just very tired and busy when I wrote the question.
There are no exceptions for Government. The Department policy says that you must work the day before and the day after a holiday in order to get paid for the holiday. Thi employee did not do that. I hope this helps.
