Is an employer required to pay holiday pay to an

Employee who is on leave without pay and she doesn't want to follow the company policy and work the day before and the day after the holiday? She is also on Family Medical Leave (unpaid).

That question sound bitter, but if you are on leave(for whatever reason), then you're on leave. It doesn't matter what holidays occur during this period. I can't say for sure but there may be exceptions for government or military work.

There are no exceptions for Government. The Department policy says that you must work the day before and the day after a holiday in order to get paid for the holiday. Thi employee did not do that. I hope this helps.
