Water heater problem

My electric water heater was working great but now it only gets warm but not hot.It has 2 heating elements and 2 thermostats.Can anyone tell me what is most likely wrong.The parts are fairly inexspensive and easy to change but what should I change first

Reset button was not popped and temp is set high enough.

First check for sediment around the heating elements and in the tank. Sediment is made up of minerals and do not heat well, thus changing the temp of the water. If you have no sediment I would change the elements first. The stats are sending signals to heat but it sounds like the elements aren't up to it.

If you have not changed the thermostats recently it is probably an element. Just for grins check your reset button. If it is not that I would change both elements at the same time. If not you will be changing elements one at a time forever! Remember to make a simple drawing of the wires connections before removing them from the old elements. And remember to turn the power off then drain the tank before removing those elements!
