There is a product available at Home Depot or Lowes called Goof Off. They have one for latex paint and one for oil based. I've used it for a lot of spot cleaning include paint, oil, grease, etc

Actually , outlet covers are inexpensive (less that two dollars) easily replaced (screws on front)
just be careful

you can turn off the circuit breaker to that plug (usually they are marked living room ect)
