Window shrink film works better than the stuff that cling directly to the pane of glass. 3M makes a window insulation kit that has sheets of film and tape. After you install it, you blow it with a hair dryer to shrink the film and it creates a space between the window and the plastic film that insulates the window.

You can also go outside and caulk around the exterior of the windows.
