You can use caller ID technology to identify a phone number.

You can "google " it , type in goole search , and enter the phone number

You can use a reverse directory to identify the owner of (most) land line phones, but cell phones are not listed in these directories. You can enter *69 to automatically call back to anyone who has called you, as long as you have not dialed any other number since the phone call, but it's up to you to figure out how to find out who answers (and people can block you from using *69 by dialing *67 before calling you).
