Could be a clogged air filter, a faulty carb. govenor ,or plug /wire
What Hp is it? - i might be able to give expert advise if i no the the HP

I have had many snow blower issues over the years as a snow contractor in Maine. Most problems of this nature are related to fuel. Because snow blowers sit for extended periods of the year, and then, may only be used once or twice a year, the fuel can go bad, and deposits can build up in the carburetor. The first things I would check are the gas and the spark plug. The Spark plug is the easiest to check, so take that out and check to see if it is clean of debris and that the electrode is spaced properly. In fact, if you haven't changed it in a while, go ahead and change it regardless, it will cost you a few dollars. Now, check the gas in the tank. If the gas doesn't smell right, change the gas in the tank and drain the carb. If the gas smells normal, then I would remove the carb and clean the insides. Now check the air cleaner, and be sure that it is clean. If none of this works, you may have an electronic problem that will require special equipment to test. Bring it to your local shop, and while it is there, have them do a full service on it. There are usually some additional lubrication points that they will check.
