Probably recoil assembly is dammaged, frozen , unless the engine is binding .

you can turn the blade underneath , by hand (BE CAREFUL) or with a stick unplug sparkplug

wire first , if it turn ok , motor os probably ok ( move it one full circle ) 360 degrees

Why guess?

Go to manufacturer's website and check.

Here are several things you must do well.

1. Read their FQA (Frequent questions answered) first, if they have one.
2. Use their troubleshooting search section. Clearly describe the problem, you may have to write it in several different ways to get a proper answer.
3. Once you run out of patience and time, go to your nearest Sears location (with your lawn mower of course) and let them do their thing.
4. In lieu of that, other techs can also help.
