Why is my husband still supporting his ex

My husband is paying child support to his ex for a daughter that is now thirty two. she only filed for back support when she found out he had remarried, even though they have been divorced for almost twent years.his wages are garnished and the money goes to her even though she had custody of her daughter when she was a minor, the girl was not living with her. she gets the money, not her daughter. Is this even legal
