Well every state has different laws. The state that the custody was issued in is the state that holds jusrstiction. If the mother does not comply you can file an order of contempt of court. The judge's do not take lightly to contempt of court. My son had summer visatation he was in colorada and she moved to Arizona. He filed a contempt order and she had to come back to court. She had to make up the lost visits to him and was told if he seen her in the court room again he would put the kids in his care. He had know promblems about his visits after that. I don't understand why the twins would have a lawyer of their own. I also do not know why she would need a lawyer if she is in contempt the lawyer should advise her of what she is doing is wrong. Unless there is more to all this than your saying I do not see where you would not keep your visitations. The only reason I can see the twins having a lawyer is if their of an age where they can make a choice and that is usally at the age of 12.
