Can an employer that promised you a certain pay, give you that pay, then cut your pay months later?

I work for a company where I was hired in at 9.20 an hour, they have paid me this rate since October 08'. They have decided they were paying us too much and have had a meeting with the Union Rep. and no consultation with us, then lowered us to 7.75. How is this possible?
