Employer stealing our hours all the time

Is it legal for an employer to reduce hours Ive worked because he says he doesn't have enough money to pay us even tho we worked 40 hours plus?

No its not legal - in fact if you contact the wage a labor board in your city, they will send an investigator to go through his payroll information and match timecards to paychecks to determine if you are being paid the hours worked if not, he will be made to pay you back all the time he has deducted plus a hefty interest and penalty which you will get as well
