Depends on your companies vacation policy, but yes, most companies pay for their employees untaken vacation at the end of their employment.
I would check to see if there is any state policy that requires payment, if you're looking for legal grounds not to.
If she currently had 3 weeks of vacation pay then yes. She is entitled to a pay out of those days unless she signed a contract that states otherwise.

If your company has an accrued vacation policy and this employee has accrued vacation time under this policy, you are legally obligated to pay her for her accrued time at her present prevailing wage. The only clear exception would be if you have a written policy of exclusions (and she fit the criteria for one or more of them) and/or if you have an exclusionary contract with this former employee that was signed prior to her hire date. Otherwise, in a word, yes, you're on the hook.
That would depend what the termination is for. Vacation is a perk or a benifit. When terminated with JUST cause, all benifits/perks would be forfitted unless otherwise stated in company guidelines.
If the employee has accrued vacation time under the copany's policy it is a must be paid at the time of the firing/laid off. If their is not time accrued. Employe does not need to pay the vacations. Please note vacations must be paid at least one pay period(week, bi-weekly) after the firing/laid off or you can get sued.
