It sounds a little too good to be true. It is true that some companies will offer some sort of referral bonus or extra vacation days if they hire someone the person referred to the company. I'd be weary of these for the time being and NEVER pay to be a part of this sort of service.
The BEST, TESTED most RELIABLE and FREE networking site is called LinkedIn.com. This is much like a professional myspace that employers are starting to use to learn more about you and you can network with other people in your industry, or area.

How can get job by referral of an insider?
It's said :

It never hurts to have inside connections and who you know and who they know.
That is why sites like http://www.linkedin.com are doing so well right now. one of my friends is friends with an employee at Google, and because of that connection on linkedin, a couple of her other friends have had interviews with Google.
but the best kind of inside referrals are the ones that you know personally.
