Use your local Job Center. They will help you with finding what you are looking for in your area, and with resume and other things that will help you get a job.
Looking for a job can be extremely difficult no matter what the economy is doing. If you're having a tough time of it, start examining the types of jobs you're looking for. Perhaps you can use your job skills in a different way, or take some classes in order to strengthen some areas of expertise that are more in line with the job market.
You can seek out a job counsellor at your states local employment office, and consider state and local grants to assist you in getting some education. Many people make the mistake of applying for jobs online and never use the opportunity of being jobless constructively.
Also, instead of applying on the internet, try to apply in person or go to networking events sponsored by the state, YWCA, YMCA, or Salvation Army. Go to a toastmasters meeting or other merchant's association to network. There is a huge hidden job market out there you won't find in the paper or on the internet, only to be found out in the community. Its like the old saying "Its not always what you know, but who you know"

You can't really worry about when the job market is going to pick up. That's just a "stage act " so that the big boys the CEO's etc can continue to receive their big bonuses while the middle man and little man get laid off or keep receiving peanuts. Don't short change yourself. Look up every company you can think of and email your resume. Stay away from the typical standard websites MOnster etc. Very competitive. Meanwhile start looking up state jobs, government jobs and non profit. Take tests while looking. DO you know the name of the bus co. where you live? We have MTA check them out. Even the airlines go on line direct. Check out craigslist too. Every business you can think of example stores you shop at go an apply there too. FYI - I was never unemployed more than a month! You may not get what you want but at least you will have funds to keep looking for what you want! Good Luck
