I got less than min wage on my first pay check. Is this legal?

I just started a new job. My employer is putting off my signing employment papers I'm not sure why. I got my first pay check for 1 days work. On my pay stub it says I'm making $7.25. The Washington state min wage is $7.55. Today I'm going to ask my boss about it. Any one have any input?

As for 2009 the Washington's wage are (it applies to workers in both agriculture and non-agricultural jobs):

Minimum wage is $8.55 per hour.

For workers 14 and 15-year-olds may be legally paid less, 85% of the minimum current wage, or $7.27 an hour.

Since he didn't sign any employment papers, were there any taxes taken out?

Yes taxes were taken out. I talked to my boss about it. She said she will talk to the people that write my check. She doesn't know why the mistake happened and on file it says that I do make $7.55. Lets just hope this doesn't happen the next time I get paid. Thank you everyone!
