Minimum labor rate (non military) on military installation in Bahrain

What is the current minimum wage to be paid for a US company who does installs on military bases around the world. They install deployable shelters, run all electrical, install A/C, ceilings, rolling doors, etc.

I'm most interested in, if the rate is different in different parts of the world, particularly, Bahrain in the Middle East.

Also, since it's government/military work, shouldn't any overtime be paid?
