Action agianst the county

The county has code inforcement for mobile home park in san bernardino county. They did not inspect our home before we purchaged them. There's major damages with our home, fire and safety, water related damages, warratie issues. There has been many citations issued by the county and state for repairs, none has been enforced by the county. The state just ruled on this matter, saying the county is failed in their responsibilitys for code enforcement this happened because of they did not know the codes they were to enforce. They have violated our rights alourd illegal alterations, and work without permits. The board of supevisors would not help us after two and half years.
I have everything doamented, pictures, letter to the county and state, reports from both. Ca. Codes, and title 25 that pertains to mobile home parks.
Do i have action against the county. We also was left out of the mediation between the county and the owner,
i know this is wrong for the county not to enforce the codes. We have been theatened, harass, coerced, intimated bu the county.
