Are fees to be discolsed and written? Is it typical for the fees to = 1/2 of the total settlement?

A friend just finished a contested divorce. the atty fees she is being asked to pay are almost 1./2 ($12.500) of the total settlement ($29,000). They had no written agreement on fees. There is a fee resolution process but before she goes through it, I thougfht I would see if this makes sense. I'm sure the atty can produce something showing billable hours but it seems extreme. No kids. Small estate. Huge fees. The client was told "not to worry about the fees -- we will get them in the settlement". Well, they didn't. Any thoughts?
