Are N.J. non-profit organizations required to have by-laws

I am a dues paying member of a non-profit 501c3 tax exempt organization. I have not received a copy of the by-laws, if there any. Are they required? Also are the officers of this organization required to submit a full disclosure financial statement to the members?
