In some states it can be for a certain offense, ky has a drug felony , if its one time , and you do good for a few years , then you file the papers with a court and get it expunged, other states do this , with some 1st time offenders on low risk and low class felonies, the only way to get others expunged,is to get a govanors pardon , and then all records will be sealed, but felonies in genreal are not expunged,
