Can I get a refund back from my landlord?

About a month ago I had to go out of town I left a note for the Landlord that my Fridge & Oven was not working and could he fix it while I was gone. I came back 11 days later and they were not fixed and my food in the fridge had all spoiled. I called them and he said they would get to it here it is almost 2weeks later and still not fixed. Can I hold back the dollar amount for the food from my rent and/or can I hold back a dollar amount from the rent for not having working appliances?
