There's nothing stopping you owning property in Mexico and living in the US.
If you are not a Mexican citizen, you cannot technically own property within 50 kilometers of the Mexican coast. You do have a number of options which include a long-term lease, and several straw purchases. One such straw purchase is the Fideicomiso. You set up a trust with the bank and pay a fee around 2% off the cost to set up and pay the bank a $700 fee. The bank technically holds the title in trust for you. This is how most of Cancun, Acalpulco, and Cabo were set up.
Another recent option is the Mexican Corporation. You can now set up a corporation and have the title in the name of the corporation and purchase the land. You will still need to hire a Mexican lawyer to draft the corporation documents, but it is now the preferred method of obtaining coastal property.
