Yes, it definitely is. Even if it isn't a real gun. They still take it very seriously. For instance, I know this guy who tried robbing a bank and said he had a bomb. What this 'bomb' really was, was a paper bag with 2 batteries, some matches, and some other ridiculous object that was far from explosive. He didn't get any less of a sentence for the fake bomb. He got 15 years and a good laugh at his expense.
