Do photo enforcement tickets violate evidentiary rules since there is no one monitoring the cameras?

Do California State evidentiary rules prohibit traffic citations being issued by cameras that are not being monitored at the time the photo is taken, thereby not having someone representing the municipality where the photo was taken introducing the photo (evidence) at court?
