Does this constitute libel or something else.

I have a friend whose husband walked out on her in August she drove by the other womans house twice and found her husband there but did not do anything but leave. About a month ago she sent an email to the woman with bible verses and the woman email back "stalker". Is this libel or something else. The woman has not done anything like contacting the police but is making accusations. My friend has not confronted or done anything else.

I'd say that IF the situation has gone no further than what you've described, it is at this point no more than finger pointing and name calling. Libel involves a very public trashing of someones name and or reputation with false accusations. No libel is involved if there is documentation and evidence of wrong doing or crimes committed.
