Does this person have a leg to stand on?

I am currently enrolled in nursing school. There is one man in my class who has accused my husband of harrassing him. At first I thought it was possible because my husband is a jealous man but after checking his cell phone records found no proof. Then this man said the calls were from pay phones but made no attempt to get the location of the phone. He filed a police report. I offered to give him the money to change his phone number, he refused. My husband agreed to stay away from the school and we have been meeting for lunch at a local store because this man says he doesn't "feel safe" if he knows my husband is around. He never tried to stay away from me he even took rides with me and a friend, we have worked on projects together and all seem to have calmed down. Then without warning he signed a harrassment warrant on my husband. The instructor is on his side and has very snotty to me this last week. Now we have to go to court and if he gets a restraining order my husband will not be able to attend my graduation. My question is what can this guy do with absolutely no proof. Its his word against my husbands.
