Electronic Timeclock / handwritten sign in sheet

If employees are using an electronic time card system to punch in and out for the work day, and also complete a manual sign in sheet with handwritten in / out times and signiture...which document would supercede the other?

Example....Tom punched in at 8am...out for lunch at 12pm-12:30pm, and out for the day at 4:45 pm, allthough his scheduled shift was 8am - 4:30pm, and the manual sign in sheet shows his correct scheduled time of 8am - 4:30pm.

Can you legally edit the punch out time to reflect the handwritten time the employee indicated, and signed?
